Eileen Norman is the Executive Director of San Francisco IHSS Public Authority. She is responsible for defining the overall vision and strategy for the organization. With her passionate spirit for social and economic justice, Eileen has over 15 years of experience as a leader at multiple nonprofit organizations throughout San Francisco. Her commitment to looking at community issues through an equity lens, alongside her practical approach to problem solving guides SFIHSSPA’s mission to advocate and support both IHSS Consumers and Providers throughout San Francisco.

Additionally, Eileen serves on the Board of Directors for California Association of Public Authorities (CAPA) and co-facilitates San Francisco’s Age & Disability Friendly Task Force.

Eileen holds a Masters degree in Public Administration from San Francisco State University and a Bachelor degree in Sociology and Labor & Workplace Studies from UCLA. She is a 3rdgeneration Bay Area native and currently lives in San Francisco with her disabled & proud family and their two fur children, Maeve and Ruth Barker Ginsbark.
